Since 9th edition is core is it allowed in Block format-(i know it is a dumb question but i can not remember)

No, not in block. That can only be cards from Ravnica. Or in Kamigawa block: Champions, Betrayers, Saviors.

In Type 2 however, you can use Kamigawa Block, Ravnica, and 9th.
