Pygmy Hippo's mana stealing ability sure comes in useful when you combine it was cards like Stasis!  And that is exactly what the Wolfgang deck does.  To complement the lockdown theme and general needs to Stasis, there is a playset of Gush, Opposition and a pair of Tradewind riders.  The rest of the deck is rounding out with green cards, mana producers and library manipulation.

Your win condition could be a hoard of squirrels from the Deranged Hermit or a flying menace in the form of Tradewind Rider.
