Description of deck by it's author (quoted):
Stasis by itself is a wonderful lockdown card.. but with the help of Energy Vortex, you almost have a lockdown to death (of your opponent).  As long as you have the Thran Turbines in play, during your upkeep you can put X energy counters on the enchantment and watch your opponent take 3 damage during each of his or her upkeeps.  

For creature control, you have Snaps and nice flyers and blockers that don't tap to attack including the Yotian Soldier and Zephyr Falcon.  Brass Man also works well with the Stasis.. as you can use your Thran Turbines to untap him during your upkeep.  

If you Stasis works against you, then you have Claws of Gix and Barrin, Master Wizard to rid you of that card.  Overall, this is a fun lockdown deck with a twist.
