Description of deck by it's author (quoted):
In this instance we will concentrate on a simple combo; Reweave and Raise the Alarm to pull out a Darksteel Colossus. This is probably the best way to use the combo. After all, what other combo is only two pieces that are instant speed with an instant speed to tutor to get one? Not many. This is not a definitely tournament deck list, merely something off of the top of my head to see how Reweave will function in real play. A few words about the cards:

Raise the Alarm - Pretty self explanatory. With Darksteel Colossus as the only creatures in the deck you want to target these tokens with Reweave to pull them out. You can do the Raise the Alarm/Reweave combo as an Instant so keep this in mind if you accumulate the Mana.

Darksteel Colossus - Your objective is to pull him out. Only two are in the deck, and yes, there is solution if you happen to have the horrible luck to get both in your hand - see Sifting Through the Sands below. You also are not as vulnerable to Cranial Extraction and Reciprocate as you would think, which I will talk about later.

Merchant Scroll - This is practically Demonic Tutor in this deck. Remember you can pull your counters and Arcane Spells. I honestly felt bad that I did not put more one-of cards in the board to utilize this more.

Sift Through Sands - Only one copy of this and Thirst for Knowledge can work just as well in its place. This is the spell to Merchant Scroll if you have both Darksteel Colossus in your hand. It is also an Arcane spell which is why I chose it over Thirst, and it is a decent search card in its own right. This card is fairly easy to justify cutting, but I like a mechanism to drop cards from my hand if possible. The pickup card if this is dropped should be a 3rd Mana Leak or Hinder.

Reach Through Mists - Cantrip Arcane spell and very much needed in this deck. Hold these if you can as they make excellent fodder for Reweave. If you have more than one Arcane Spell in your opening hard cast this first to search your deck better. Ethereal Haze is more productive late game anyhow.

Ethereal Haze - The other one casting cost Arcane spell, and it is another needed effect. A well timed fog effect can be invaluable and wins games and the fact that it is a 1 casting cost Arcane Spell makes it fit perfectly in the deck. Ghostly Prison was considered for this spot but alas the Arcane mechanic is needed more than the continuous effect.

Condescend - Mandatory counter and library search. I have often cast this for 0 simply to dig through my library a bit. This deck is faster than traditional UW so I chose the faster counters.

Mana Leak - This is probably the card I am least sure about. Annul or Hinder may be better but we all have some kind of instinctual fear of Affinity for some reason, and Leak is practically a hard counter against Affinity and is still useful against other decks. I would like a total of 8 counter but unfortunately there was simply to room.

Wrath of God - Still probably the best creature control card printed.

Wayfarer's Bauble - An amazing card for a control deck. Allows you to fix Mana and accelerate the deck. It can be used as a target for Reweave if you're desperate (very desperate). I know it can be tempting to remove these, trust me, test them first - thoroughly. I find them invaluable.
