This isn't exactly a fair blue deck, given the inclusion of Counterspell and Isochron Scepter... but it's purpose isn't to lockdown your opponent... it's to MILL them!  You have a plethora of counterspells, yes... but that's to ensure you can Mill your opponent with two specific cards: Raven Guild Master and Brain Freeze. 

You see the Brain Freeze is what you want to imprint on the Scepter.  This ensures you to mill a minimum of three cards per turn for only two colorless mana.  Then you have Aether Burst, Boomerang and Capsize to keep the board clear for a Raven Guild Master to wipe out ten cards at a time from your opponent's library.  I'm actually surprise the Cloak isn't in this decklist.. but hey!  When you build a version of this decklist, you can be sure to include it.  I'm referring to Whispersilk Cloak.

Gotta love the two Dust Bowl in the decklist...

Fun casual deck for any player that enjoyrs the color blue and milling an opponent to death.
