Description of deck by it's author (quoted):
There had been a Metamorphose Isochron Scepter deck running around on the outskirts of the tournament scene that wins by locking down the opponents draw. The deck survives long enough to get all the big threats out of the opposing hand and then play a Metamorphose on an Isochron Scepter to return one permanent a turn to the top of its owners library, ensuring that they draw the same card every turn. If there are no big threats in that opponents hand, the drawback is lessened and if their hand is empty it is completely nullified. This deck struggled with being fast enough, but when the lock went off, it is a hard lock. So after the edition of Darksteel, I decided to add Chittering Rats into the mix to make a much more solid deck because the rats combo with Crystal Shard and Soul Foundry to pull off a similar combo. If you have two aspects of your deck trying to do the same thing, then its much more likely that you will draw into one of those combos. Lets break it down now.

Chittering Rats + Crystal Shard = lock
Ravenous Rats + Crystal Shard = severe annoyance
