This is quite an interesting mix of cards.  At first I thought this deck was centered around Celestial Convergence.  After further review it turns out it is mostly a Mana Vortex combo deck! Go, Go Vortex Decks!

While Mana Vortex is destroying mana bases around the table, including your own, you are a step ahead of the game.  Land Tax, Exploration, Groundskeeper and Mirri's Guile should keep you with a steady supply of mana sources.

Meanwhile you have Well of Life there to gain you life every turn as long as your lands are tapped.  Propaganda picks up the responsbility for keeping lands tapped by making sure your opponent can't attach you 2 mana a time.  All of that extra life should give you a win after seven turns with Celestial Convergence.  Note: Seven turns after you mana to play the Convergence.  Should you not actually hard cast it, just Replenish it into play.
